Issue View loads slowly when some fields have many options (e.g. fixversions)

Issue Summary

Issue View load performance is slow when fields that have many possible values are loaded.

This has been observed affecting fix versions, but would likely also affect fields with similar attributes.

Steps to Reproduce

1. Create a project with a large number (tens of thousands) of fix versions.
2. Load the issue view

Expected Results

The issue view should load quickly regardless of the number of possible field values.

Actual Results

The issue view is slow to load (several seconds).

Workaround

Currently there is no known workaround for this behaviour except to delete some of the possible values.
