Issue Summary

The dashboard gadgets like Recently Created Chart, Time Since Chart, are not respecting JIRA's ISO8601 setting

Steps to Reproduce

1. 1. Navigate to Jira System > Look and Feel
   2. Enable the "Use ISO8601 standard in Date Picker"
   3. Navigate to Dashboard and add a Gadget: for example "Recently Created Chart"
   4. Customize the gadget and set it on a weekly basis

Expected Results

The week number goes according to the ISO8601 standard.

Actual Results

The charts show the US-calendar week with the start of the week as a Sunday

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
