Currently the WorkFlow Transition Rules API endpoints only support Connect Apps as specified in the documentation https://developer.atlassian.com/cloud/jira/platform/rest/v3/api-group-workflow-transition-rules/

Feature Request:

Please allow this API endpoint to be opened up for general use
