Unable to search issues with 3+ multibyte characters when linking issues

Steps to Reproduce

1. Create a issues named 'マルチバイト文字'
2. Open another issue
3. Click 'Link issue' button on the issue view
4. Search issues with 'マルチ'

Expected Results

The issue created in step 1 will show up.

Actual Results

The issue created in step 1 won't show up.

Workaround

Two or less chars work as expected. In the sample above, searching by "マル" will work.
