Update October 2022: I am amending this description, as discussed here, to reflect that the ask is now to have an emoji response trigger an email notification. In-app notifications have already been released. 

As of now we do not receive a notification to emojis responses in the comments of an issue.

Suggested Solution

Please allow a notification to trigger to an emoji responses to a Jira comment.
It will also be good to have an option via Personal settings to opt out from these notifications

Why This Is Important

Emoji responses makes it simple and can sometimes be important when acknowledging the response through an emoji for an approval by another user
