Filter and Dashboard edit permissions missing after site import

Steps to Reproduce

1. Create a filter in Jira
2. Add another user as an editor from edit permissions
3. Migrate to Cloud through JCMA user migration + Site import
4. Check filter permissions

Expected Results

1. Permissions should come over to Cloud

Actual Results

1. Owner is still able to edit, but editors list is empty

Workaround

No workaround at the moment. Filter/dashboard owners can re-add users after the migration.
