Issue Summary

Jira site import does not migrate filter share type: user

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Create a filter in Jira
2. Give edit access of filter to another user account
3. Migrate Jira from Server to Cloud via XML import

Expected Results

All filter share types including the user access are migrated to Cloud

Actual Results

Only specific share types like group are migrated to Cloud

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
