Limit User Picker based on value of other fields

Users would like to have the option to limit the user selection list for User Picker custom fields based on the value of another field.

Example:

If Custom Field 1 = A

        Custom Field - User Picker = User1, User2, User3

else Customer Field 2 = B

        Custom Field - User Picker = User4, User5
