Timezone and spelling for Kyiv is incorrect

      After some analysis, we've found that this report overlaps with a broader issue tracked at JRACLOUD-83497: Daylight Saving Time (DST) and similar time changes are not reflected in Time zone options in General settings, and we will merge this report with it.

      It is important to mention that at the time of this update, the label for the country name has been fixed and it now reflects as "Kyiv", so only the time zone automatic adjustment is pending.

      Issue Summary

      The timezone and spelling for Kyiv is incorrect

      Steps to Reproduce

      1. Go to general configuration page via Systems (https://<jira_site_url>/secure/admin/ViewApplicationProperties.jspa)
      2. Click Edit Settings and select Kiev for the timezone

      Expected Results

      The correct spelling should be Kyiv instead of Kiev and the timezone should be GMT + 3

      Actual Results

      The spelling is Kiev and the timezone is GMT + 2
