Timezone for New York is incorrect

      After some analysis, we've found that this report overlaps with a broader issue tracked at JRACLOUD-83497: Daylight Saving Time (DST) and similar time changes are not reflected in Time zone options in General settings, and we will merge this report with it. Please follow that request for further updates.

      Issue Summary

      Timezone for New York is incorrect. Other cities are also affected.

      Steps to Reproduce

      1. Hit ⚙️ > Systems > General configuration page (https://<jira_site_url>/secure/admin/ViewApplicationProperties.jspa)
      2. Click Edit Settings and select New York for the Default user time zone > Update

      Expected Results

      The correct timezone should be GMT-4 for New York.

      Actual Results

      The current timezone for New York is GMT-5.

      Workaround

      Currently, you could select any other option that is GMT-4 (for example, Campo Grande, Barbados, etcetera).
