Issue Summary

Formatting is off when you press Return to create a new line in the editor of new issue create screen. Cursor jumps 2 to 3 lines of whitespace instead.

Steps to Reproduce

1. Click on create button on top menu bar
2. Type some text in description
3. Press enter key

Expected Results

Cursor should move to next line.

Actual Results

Cursor jumps 2-3 lines.

Workaround

Since this only occurs when using the new create issue experience, the workaround is to switch back to the legacy Issue Create modal by going to Personal Jira Settings -> Jira Labs -> New Global Issue Create Experience -> Switch to the old Experience.
