Description field in new Global Issue Create view and new Issue view has limited area to click in

Issue Summary

When clicking on the Description frame in the new Global Issue Create view and the new issue view, there is a limited area where you can click that will allow you to be able to start typing the description. If you click outside of this limited area, you will not get a text cursor or will lose it if there is one currently in the description field. This needs to be expanded to cover the entirety of the open area in the frame.

Steps to Reproduce

1. make sure to have "new Global Issue Create view" enabled
2. click on the "Create" button at the top of Jira to open up a Issue create screen
3. Try to click on the description field, underneath the formatting bar. When checking dev console, this <p> element's size in pixels where you can click to type in the description field measures at a constant 665.682 x 24 px, despite the width of the actual frame element with class "a1u0y8-0 eXYHSA" measure at 733.665 x 108.026 px the dimensions. The dimensions will adjust as text is entered in it, however the area where you cannot click will persist, requiring users to click within the confines of the <p> element . If you click in anything other than the exact element area for the text field, it will not highlight and will remove your ability to type in that field. This typing area where you can click should match the outer element's dimension

Expected Results

clicking in any part of the larger outer element, so long as it's within the boundaries of that element, should allow you to start typing

Actual Results

Users can only type in the description field when they click within the narrower bounds of the inner <p> element

Workaround

Only workaround found is to disable the new Global issue create view. This only corrects the behavior for the description field in issue create windows. The issue persists when viewing existing issues and clicking the description field.
