Searching date/time on custom datetime field shows in UTC in advanced search but same field shows local timezone in issue view

      Issue Summary

      Advanced search results are displaying UTC time for a custom datetime field. The correct date and time is shown in the issue view, but the results in the advanced search are displaying in UTC. 

      Steps to Reproduce

      1. For example, navigate to an issue that has the date/time custom field
      2. Check the custom field - notice the start time is (for example) "Sep 24, 2021, 6:30 AM" (User's time zone)
      3. Run an advanced search to find the same issue (you might need to add the column) - notice the time in this column is "September 24, 2021, 11:30 AM" (UTC)

      Expected Results

      Expected would be that both the issue view and the advanced search show the same date/time for the custom field.

      Actual Results

      Advanced search shows the date/time in UTC rather than the user's time zone.

      Workaround

      Hover over the date and time shown by the custom field in issue navigator.
