Dropdown fields in Create issue cut off at the bottom

Steps to Reproduce

1. Click "Create issue"
2. Go to any dropdown field at the bottom of the screen that has enough content to make the dropdown scrollable
3. Click on the dropdown to expand the menu
4. Notice it now will cut off at the bottom as per the screenshot above.

Expected Results

The drop-down should reposition itself so that the scrollbar can be completely seen on the screen and all menu options that are currently in the frame can display 

Actual Results

The menu goes beyond the bottom of the screen and the menu options are cut off, leaving some unselectable. 

Workaround

This can be worked around by leaving the dropdown fields up on the screen, which will display the options below, and won't be cut off at the bottom.
