Global Issue Create UI appears cut off

Steps to Reproduce

1. Press the 'Create' button in the top toolbar

Expected Results

New Issue dialog stretches to near the bottom of the screen

Actual Results

In rare cases, the new Issue dialog cuts off near the top, only showing a few fields at a time.

Workaround

Select a different project; this will cause the dialog dimensions to refresh. You can then switch back to initial project.
