At this point, it is possible for Jira administrators to create team-managed projects even without the global permission Create team-managed projects.

As a Jira administrator, I would like to restrict the option to create team-managed projects to users who have the global permission Create team-managed projects, I don't want the Jira administrator permission to bypass that global permission.
