Issue Summary

The new create issue experience doesn't return values when searching the project field.

Steps to Reproduce

1. Click the Create button from the top menu (this populates the Project field with the latest project history of the user)
2. Try to search and select a different project

Expected Results

Return a list of projects based on the text entered in the project field

Actual Results

1. A list is quickly displayed after entering 3 characters and then quickly disappears.
2. The only available projects to select from are populated from the user's recent history.

Workaround

Create the issue from the specific project or ensure you have recently visited it so it's available to choose from.
