Problem Definition
When a version is archived, users would be able to remove the archived version from the issue view.

However, refreshing the issue displays the archived version again but this confuses the users and ideally, users should not be able to remove the archived version from the Fix versions field

When a version is archived, prevent users from removing the version from the issue view
