CSV Export in other encoding than UTF-8

      Issue Summary

      Allow exporting of issues in an encoding other than UTF-8. More details in https://jira.atlassian.com/browse/JRACLOUD-62624

      Steps to Reproduce

      1. Export issues as CSV
      2. Open CSV in Excel

      Expected Results

      Characters are rendered without issues or "?"s

      Actual Results

      "?" characters shown

      ...

      Workaround

      https://jira.atlassian.com/browse/JRACLOUD-62624 mentions a workaround however I'm not sure if it is successful given the comments there.
