Development panel disappear from the software project after copying issue layout from the business project to the software project

Issue Summary

After copying issue layout from the business project to the software project, Development panel disappear from the software project.

The business project doesn't have Development Panel available due to this feature request JRACLOUD-71637.

Steps to Reproduce

1. In one of the business project, go to Project settings > I*ssue layout* > Edit layout
2. Click Copy issue layout and choose the software projects which share the same screen scheme with the business project
3. Click Next and confirm. 
4. Once the issue layout is copied , Development panel disappear from the software project.

Expected Results

Development panel in the software project should not be affected by copying issue layout.

Actual Results

Development panel disappear from the software project.
