Issue Summary
Last Activity/Seen not populated even if the user has logged in and commented on a Jira Business project.
Steps to Reproduce
- Add a user and give access only to a Business project.
- Add a comment or create an issue.
- Check the Last Activity
Expected Results
Last Seen should be populated under the Admin console Users tab
Actual Results
Last Seen is not populated
Workaround
Currently, there is no known workaround for this behavior. A workaround will be added here when available

422f530d75ad the repro steps mention a Business project, but I'm not familiar with these in the context of JSM. Can you please help me understand how the ticket is related to JSM?
