When a user is added to the instance, on their first login, they get an option "Select the tools you use the most". Choosing a tool will send a notification to the admins.

Suggested resolution

Have the ability to disable this "Select the tools you use the most" pop-up to all new users.
The workaround is to use the Skip question button.
