Our workplace loves some of the add-ons like the sheets intigrations, and great gagets, but we administer Jira instances for many different businesses that do not need these subscriptons.

Having the ability to assign add-ons to select user/groups would allow us to buy more add-ons if we knew they would not be billed instance wide.
