      As a Jira Administrator, I should be able to create a new Jira Project with the same Issue Layout as another existing project's Issue Layout (similar to the shared configuration). 

      Yes, thanks to https://jira.atlassian.com/browse/JRACLOUD-71630 admins can push a button and copy the issue layout to other projects. The additional manual steps to create a project with the desired Issue Layout is painful and it should really all happen during project creation.
