Issue Summary

The Jira "Create issue" dialog doesn't format description content the same as the inline/textarea editors on issue pages.  Using backticks "`" for entering code snippets are ignored.

Steps to Reproduce

1. Click "Create" to open the "Create issue" dialog.
2. Enter content with backticks "`this should format as a code snippet`"

Expected Results

A code block is produced in the issue description without backticks in the content.

Actual Results

The backticks are ignored and emitted as regular text without code formatting.

Workaround

After creating the issue, fix the formatting by editing/recreating content by editing the Description on the issue page.
