Issue Summary

Focused comment (Permalinks) in the Jira new issue view does not jump to the focused comment.

Steps to Reproduce

1. Create a focused comment on the Jira issue.
2. Click on the 'focused comment' link.

Expected Results

It should jump or scroll the page to the focused comment.

Actual Results

It does not jump to the focused comment, however, it updates the URL with the 'focusedCommentId'.

Workaround

Click on the 'focused comment' link and open it using a new tab.
