The name of the uploader is not shown when hovering the mouse on the files in the attachment panel of the new issue view

Summary

In the old issue view, in the attachments section, when you hovered with the mouse over an attachment icon it showed among the other things the name of the user that uploaded the attachment:

In the new issue view only the file name shown on mouse hover and this is fairly useless as the file name is already shown in the list.
