Shortcut keys for the new issue view.

    Description

      In Mac for the new issue view, for modal dialogs, "ctr-return" is used to submit the comments. However, in the issue view screen, we have to use "cmd-return" instead to submit the comments.

      Hence this creates confusion as different shortcut keys are being used to submit the comments in the new issue view.

      It would be better to have a single shortcut key for submitting the comments in the new issue view.
