We have recently run into an issue where we had to remove site admin permissions from multiple users but found that in doing so we removed their ability to create issue types and manage workflows for their own projects. 

We would like to see the ability added so that project leads and admins can administer their own projects without necessarily being able to add and remove users, or making changes that could impact the rest of the organization.
