Issue Summary

Weblinks do not work as hyperlink if the link has special characters

This link will not work
[Hello|http://example.com/abc/Hello+-+World+Foobar] 

This link will work
[Hello|http://www.example.com]

Steps to Reproduce

1. Add the weblink option inside the Issue Screen
2. Add a weblink

Expected Results

The weblink should be displayed as a hyperlink text

Actual Results

The weblink is displayed as a plain text

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
