Issue Summary

When linking an issue to another issue, we don't see closed issues listed to be able to link them.

Steps to Reproduce

1. Open a task in your project and then try to link another task that is already closed(status);
2. When typing the issue key, it won't be listed as is closed;

Expected Results

The customer wants to have the option to at least switch this feature on and off, or have the closed issues also listed. 

Actual Results

The closed issues are not listed when trying to linking issues.

Workaround

The current workaround is to copy the closed issue full URL and paste the URL when creating the link between issues.
