      Problem

Changes made in Settings > System > General configuration are currently not tracked in the audit log.

      Suggested Solution

Add General configuration changes to the audit log.

      Why This Is Important

It's important for customers to track changes to the general configuration. For instance, they would like to know who and when someone unexpectedly turns on the public sharing feature (Allow users to share dashboards and filters with the public).

Our security team has raised this as an issue that an administrative user could change the prevent public settings configuration change and it would go undetected. When comparing this to Bitbucket, if someone changes the workspace setting to "allow private content in this workspace", it is immediate logged as an audit event. The same should be the case for Jira (and Confluence).
