Enable the new editor when creating a new issue

When you click on the "Create" button you still get the old editor (see screenshot):

Besides not having all the features of the new editor, when you enter text with mark-up (using old style markup)  in the Description area, it won't carry over correctly to the new editor when you later on view and edit the ticket.
