Image should be processed as inline in comment by mail handler

Summary
Currently, Jira mail handler process all the image in incoming email as an attachment. Even if in further reply the image is present as inline it is processed as an attachment.

Proposed Solution
Jira should identify the image extension and add them as inline in the comment rather than an attachment.
