In the issue layout configuration for the new issue view, custom fields are included if they are associated with the screen which the issue type uses regardless of if the custom field context excludes the current project.
- Create a custom field
- Add the custom field to a screen used by multiple projects
- Create a new context that restricts the field to a single project
- Remove the default field context
- Configure the issue layout in a project that is not in context for the created custom field
The custom field is not displayed in the issue layout configuration because it is not in context for the project.
The custom field is visible in the issue layout configuration as it is present on the screen that the issue type uses.
Currently there is no known workaround for this behavior. A workaround will be added here when available
