Expand transitions window instead of scrolling

Problem Definition

Users unable to see all transitions and status for an issue until scrolling on the transitions window on the new issue view. The scrolling bar is displayed only when the user starts scrolling. Users might be unaware there are more options available.

Option of expand window as in the old issue view.
