When a user visits sitename.atlassian.com and they do not have access to any Jira products they still have access to the Jira Dashboard

Issue Summary

Jira does not redirect logged in users to Identity in some circumstances, even if the use does not have product access to Jira Core, JSW or JSD. These users are left to view a blank Jira dashboard when they visit sitename.atlassian.net.

Steps to Reproduce

1. Ensure the landing page for a site is set to 'Jira' - https://confluence.atlassian.com/cloud/set-your-site-homepage-873871363.html
2. Log into your Atlassian account
3. Visit sitename.atlassian.com
4. The user lands on the Jira dashboard

Expected Results

Option 1. The user is redirected to Identity to either Request Access to Jira core/JSW/JSD.

Option 2. The user is redirected to start.atlassian.com

Option 3. The user is redirected to another product on the site that they have access to

Option 4. Open to other options...

Actual Results

The user is left on a blank Jira dashboard, with no ability to get access and generally speaking confused as to where they are...

Workaround

Currently there is no known workaround for this behaviour. A workaround will be added here when available
