Problem Definition

Very similar to the suggestion JRACLOUD-73694, since the "Profile Visibility" feature was released, users with Atlassian Account only able to update at id.atlassian.com.
It is not possible for the Administrator to bulk update the user profile neither define a default value instead of anyone.

Suggested Solution

Allow admin to bulk update user profile or set default values.

Why this is important

This is important when there are lots of users inside a company, it's difficult for admin to guide the user to update it from id.atlassian.com. It's best if this can be done by the administrator.
