Allow administrators to enable/disable add-ons per project level

      Currently, the majority of the add-ons installed on the cloud site, show up in all the projects. Very few add-ons provide options to enable/disable based on the user or project. This produces a very cluttered issue view screen for the sites that have a large number of the plugins installed.

      It would be very handy if the site-admin or project administrator has the option to enable/disable the add-on per-project level.

            This is NOT a duplicate of said ticket!  Even if you scoped licenses to certain users, if an application doesn't apply to a certain project it is still going to clutter up the project!  We need to ability to turn off applications on a per project basis.

            After some analysis, we've found that this ticket is a duplicate of the request MP-88 – Separate license base for Addons / Allow admin to limit add-on licenses to specific users which has more votes.

            We encourage you to watch and vote on the above instead. All internal ticket references on this ticket have been transferred. If you do not think this issue should have been closed, please add a comment here saying why and we can reopen it.

            Prioritize this.  3 years and no movement on it.  Our projects look like a jumbled mess of junk add in buttons that don't apply to perhaps one project at any given time.  It is very confusing to users and extremely poor UI design.  

            We need the ability to hide at a minimum and exclude altogether preferably.

            I think that this request would apply to Jira Data Center as well.
