Issue Summary
When some users attempt to find assignees in Jira basic mode search, an error is thrown: "The Jira server was contacted but has returned an error response. We are unsure of the result of this operation."
Steps to Reproduce
- remove yourself from the "Browse users and groups" in Jira Global permissions https://<your site name>.atlassian.net/secure/admin/GlobalPermissions!default.jspa
- search in basic mode for an assignee:
Expected Results
Don't receive an error
Actual Results
an error is thrown: "The Jira server was contacted but has returned an error response. We are unsure of the result of this operation."
Workaround
- User can search using the advanced mode (switch to JQL) using 'assignee='
- Or user should be part of one of the Browse User groups , in Jira Permissions.

If you see this error after a cloud migration, check your Global Permissions - the JCMA does not migrate them, and you likely need to update the Browse Users permission.
Still, this is not a user-friendly error.
