Issue Summary

When some users attempt to find assignees in Jira basic mode search, an error is thrown: "The Jira server was contacted but has returned an error response. We are unsure of the result of this operation."

Steps to Reproduce

1. remove yourself from the "Browse users and groups" in Jira Global permissions https://<your site name>.atlassian.net/secure/admin/GlobalPermissions!default.jspa
2. search in basic mode for an assignee:
   

Expected Results

Don't receive an error

Actual Results

an error is thrown: "The Jira server was contacted but has returned an error response. We are unsure of the result of this operation."

Workaround

• User can search using the advanced mode (switch to JQL) using 'assignee='
• Or user should be part of one of the Browse User groups , in Jira Permissions.
