Issue Summary

When loading a filter with "&" character the URL breaks.

Steps to Reproduce

1. Create a dashboard;
2. Create a filter that contains & on its name (In the example it is called Story & Scrum);
3. Add the Filter Counts gadgets in the Dashboard and add a filter into it;
4. Select a field and edit it;
5. Add the JQL filter = <filter name>

Expected Results

The filter will return the results as expected.

Actual Results

The URL breaks and the filter does not load properly.

Workaround

Always use the filter ID when working with a JQL.
