[JRACLOUD-74059] Unassigned avatar is not loading in old issue view and issue navigator

When viewing an Unassigned issue in the old issue view, the avatar image is broken. Even the Automatic assignee avatar is impacted.

This bug also affects the Issue Navigator when clicking on the assignee drop down, the avatar for the 'Unassigned' user is also not loading

The unassigned avatar should be correctly displayed.

From the browser's Inspect Element results, the image does not load since the image URL is not resolvable.

https://avatar-cdn.atlassian.com/default?size=16&s=16 returns ERR_NAME_NOT_RESOLVED

For avatars not loading in old Jira issue view:
As a workaround, please consider using the new issue view.

For avatars not loading in issue navigator:
Currently there is no known workaround for this behavior. A workaround will be added here when available
