Issue Collectors are not matching the Reporter

Issue Summary

Since March 6th we're starting to receive multiple reports that issue collectors are not working properly. The match reporter function is not working even when the reporters are actual users with the right permissions they're not added as reporters of the ticket as it should work.

Steps to Reproduce

1. Create an issue using an issue collector
2. Make sure that your user is logged into Jira and has the access to create tickets
3. Check the issue.

Expected Results

The issue to be created and the reporter match.

Actual Results

Either it won't work (if the 'attempt to match reporter' setting is on and there is no default reporter set) or it will default to the default reporter.

Workaround

At this moment, users need to input their email address tied to their Atlassian Account to be set as the reporter.
