New issue view Assignee editable when Editable property set to false

Issue Summary

The workflow property "jira.issue.editable" set to flase does not work properly in the new issue view. The assignee and request type field can still be eddited

Steps to Reproduce

1. Set a workflow property for jira.issue.editable to false.
2. Now create a new issue
3. While viewing in the new issue view, transition to the status with the workflow property jira.issue.editable

Expected Results

All fields are not editable

Actual Results

The assignee and request type fields are editable

Workaround

There is no current workaround
