As a Jira user we shouldn't have to pay for apps based on the number of users we have in JIRA.  There are many apps in marketplace that are only conducive to either a Jira admin, Scrum master or upper management.  Why do we have to pay for licenses when only an eight of our users will be using the app. 

Please consider re-engineering this.
