Bring global attachments panel to new issue view

      Issue Summary

      In the classic issue view, an attachments box containing all the attachments on the issue was present. This allowed users to view all attachments at a quick glance, sort them by a number of sorting options, and also download them. This feature should also be brought to the new issue view.
