Ability to configure custom field as a Project Admin

      Problem Definition

      Currently, if a custom field is used specifically only in a project, the Project Admin will still not be able to configure it and require Administer Jira global permission to configure custom field.

      Suggested Solution

      Allow the Project Admin to configure the custom field if it's only used in a single project.
