Bulk Operation produces 404 error page for users without Bulk Change global permission

Issue Summary

Bulk Operation produces a 404 error page for users who are without Bulk Change global permission.

The user is able to go through all the Bulk Operation steps until the end but not able to proceed further through the final step and encounter a 404 error page. Hence, the Bulk Operation is not carried out in the end.

Steps to Reproduce

1. Access an epic of a project
2. Next to Child issues, click more(...) > Bulk edit
3. Select Edit Issues
4. Select Change Priority and click Next
5. Click Confirm

Expected Results

The user is notified that they don't have permission to perform bulk operations

Actual Results

A 404 error message is displayed

Workaround

Grant the "Make bulk changes" to the affected users. To do it, please follow the steps described below (only Jira administrators can perform the steps below):

1. From the Jira home page, click Jira settings > System > Global permissions
2. At the bottom of the screen, select Make bulk changes on the Grant field and select the most appropriate user group in the Group field
3. Click Add
