When performing Bulk operations, users who is not enabled for Bulk Change in Global Permission receives a 404 Error instead of a permission error

Summary

A project administrator is unable to perform bulk change in Boards as the user was not enabled in the global permission for bulk change. They are able to see the bulk change and choose the options but when clicking confirm they will see a 404 dead link error

How to Replicate

When they perform a bulk operation on the Kanban board (for sub-tasks),Choose the field to change and change the field and when they click "confirm" it comes up "404 dead link" error and does not process the bulk operation."

The ideal user story should be that if they are not able to perform bulk change they should see a permission error message instead of a 404 dead link error.
