Keep the rich text editor fixed when scrolling to a page with multiple lines of text

      When working with a large amount of content, not having the RTE formatting bar visible makes the editing less efficient. Having to continually scroll to the top of the box to get to the editor functions is a very time-consuming task. Also, trying to get to the same location where you were can be very difficult.
